The Social Security Administration recently purchased Web Eyes as an accessibility tool

Federal Regulation Section 508--Federal government web sites must be accessible to
individuals with any sort of physical impairment, including the visually impaired.
On June 25, 2001 the U.S. Government implemented Section 508 of the Federal
Rehabilitation Act specifying accessibility compliance for all federal government (.gov)
and military (.mil) websites, as well as sites provided under contract to a federal
agency. Web sites securing these domain extensions must be accessible to individuals with
any sort of physical impairment, including the visually impaired.
Section 508 is only the latest in a series of Federal guidelines and regulations designed
to aid people with disabilities in gaining access to Federal government information. What
sets Section 508 apart from previous legislation is that its the first piece of
legislation thats enforceable, with possible ramifications for those Federal
agencies that fail to comply.
Many states have enacted similar accessibility regulations or have established separate
agencies to increase access to assistive technology for those state residents with
physical impairments, including the visually impaired.
